2020 Season
As with every year, if you want changes please speak up.
Rules are made and passed based on majority of votes NOT majority of league members. So, if you are not happy with the process or results of the votes, start lobbying for your rule change submission and a seat on the Executive Committee.
Be part of the process and understand that just because you see it one way, does not mean that the rule will be accepted by the majority of the voters.
Remember New League rules and new Executive Committee voting shall be completed within 30 days after the completion of End of Season Tournament – 4 November, 2019.
To have rules considered for voting they must have membership support. Posting a recommendation does not mean it will be put up for a vote if no support from other members.

1. All members must be willing to serve on the league’s executive committee. The exception is that any member who has served in the past two years may decline. Members who are eligible and decline to serve will not be eligible for the League Championship. (this will eliminate the “buy out”)
2. Any member found to be cheating (not an honest mistake) by a member(s) of his group will be immediately advise and that he will be scored the maximum number of strokes for that hole.

#2 Above. Why is this necessary? Last year, “In the event of a player cheating, said player will be given a warning. For a second occurrence, player will be prohibited from participating in any and all bets, plus will be ineligible for either of the 2 championships: League and Tournament.” rule was approved and added to Rules.

I recommend that all league members be allowed to play senior or regular (white) tees. Handicaps are adjusted if a member decides to move up.

Rule change proposal – For End of Season Tournament, instead of having two rounds to get the winner, how about 1 round for the championship and the 2nd round just a fun 6-6-6 or best ball round.
Two individual rounds for some is tough and we always have beer left over. This will fix both issues.
Groupings for the rounds:
Championship round – random pick
6-6-6 or best ball – based on handicaps

Rule Change Proposal – I recommend to changing “Maximum Score” a hole that is set by the committee from 6 to 4 strokes over Par. This would assist in speed of play and would not affect handicaps based on the new World Handicap System, which has a Handicap Index, Course Handicap and Playing Handicap (85% of course Handicap) with a maximum adjusted handicap score of double bogey.

Kevin I disagree some players are playing seniors tees for the sole purpose of winning cuts and handicaps do not come into play. There is not any solution to make it fair when playing cuts.
Ron I agree with you on both points especially #2 when caught cheating max score for that hole.
I want to bring back and vote on moving the Tournament back to the 1st Wednesday in
October. Over the last several years it had become harder to get a course and a place for our get together afterwards.
Rudy what is the difference between 2 championship rounds and 1 and a fun round. They both are 36 holes.
The purpose of two rounds is to give everyone a change to win.

Ron proposed rule 1 – didn’t we vote that if you don’t become eligible for the executive committee you have to pay 10 dollars? Now even if you pay 10 dollars you can’t be be league champion? Why don’t you just vote a rule saying if you are a member of the league you must be willing to become executive committee? This is like double jeopardy, punishing the person for the same crime…..?

Alex, one problem with reducing the max strokes per hole. It improves the high handicap players chance of winning low net, and it also reduces the low net average which determines league championship. Too much of an advantage for hackers.

I was not thinking of low net or even the low net average advantages except the speed of play since this is always coming up. In this case Chris, Herb and I, would not have that big of advantage due to the player adjusted handicap of 85% being applied. Example would be a player handicap Index on 27 vs 15 (CHP of 29 vs 16 on 121 slope rating) with a playing handicap of 25 vs 14, which the high handicapper would have to shoot 4 strokes BETTER than their CHP compared to the 2 stroke difference of the lower handicapper. Maybe this rule change is premature until we see what all the handicaps will be in FY20 but the maximum handicap limit is set at 54, which the greater the handicap the better you have to shoot to win

I propose a league rule that due to shitty sand traps in our area, every player can rake a spot and place the ball to hit. Yes I understand don’t hit it in the trap but most times you are being punished twice.

I agree with Derek that we should have a local rule that will say you can rake a spot where you ball is everytime you are in a bunker.

After reviewing the blog, it appears that these are the items of concern regarding our League Rules:
1. Serving/not serving on the Executive Committee.
2. Addressing penalties for those caught cheating.
3. Determining which tees are to be played for league rounds.
4. Changes to the format and date of the EOS League Tournament.
5. Maximum number of strokes allowed per hole.
6. Sand bunkers.
Some of these items are already covered in our League Rules. Suggest everyone read them to determine if the current rule should be added, modified, or changed.
I note that our Rules dictate that rule modifications are to be determined within 30 days after the EOS tournament. We are obviously pass that date. I suggest that we allow ourselves until December 1st to vote of any proposed changes.
Please post your comments on this blog as it will stand as a record for the reason rules were modified or left as is.

As a league member (and not as an Executive Committee member), I address the following items that have been posted above.
1. Members of a league must be willing to serve on the Executive Committee when elected. Exception: Members who have served on the Executive Committee in the pass two years may be excused from nomination/election. Members who are eligible and decline to be nominated/elected will become ineligible to compete in the league’s End of Season Tournament.
2. Penalties for Cheating have been addressed in the current League Rules. Suggest remain unchanged.
3. Tees for play have been addressed in the current League Rules. Suggest remain unchanged.
4. Tournament:
Format – Change to a One-Round Tournament. However, those wishing to play two rounds may submit their better round as their “tournament round”.
Date – Change tournament date to first Wednesday of October with second and third Wednesdays as alternates in the event of inclement weather.
5. The 6-over-par was established over 20 years ago when the league used an entirely different scoring system. However, lowering the maximum number of strokes per hole will definitely give the higher handicapper an huge advantage. Even if the league decided to go with a maximum of “double par”, it would mean that par-3’s would max at 6 versus 9, par-4’s 8 versus 10, and par-5’s 10 versus 11.
6. Sand bunkers is already addressed in the current league rules. Suggest ruling be unchanged.

Rule change……allow for members to drop bad rounds. If a player has played more than 10 rounds, he can drop 1 round. If a player played more than 20 rounds, he can drop 2 rounds.

New Rule proposal :
Change the 65 year old limit to 60 for members to play senior tees.
This is the only league/group I’ve played that makes the age 65. Other groups I have played set the senior tee the age to 55 or 60. Even the PGA guys get to play Senior tour at 50….

I agree with Rudy on cutting back the Championship to only one competitive round, with the other being a fun round. I agree with raking the sand in the bunkers, but only on days where we are playing cart path only ( like the lift, clean and place rule).

First, I resent Fuller’s use of the term ‘hacker’. I get it, I deserve it, I earned it…. just resent it being noticed. ?
I agree with Ron’s #1. If ur going to be a league member then roger up and be a be league member.
I suggest the forward tees be open to anyone 65 or older and/or anyone with a handicap greater than the league average. I think the average handicap is around 19 right now.
I like the current tournament format.
Only rake the traps when they have been beat up by rain. We’re supposed to be playing golf.
Does anyone know how often someone has taken a max score and still won low net?

Section 4. Current rules states that League Champion will be determined by low-net average with no less than 10 rounds being played. There are 26 league rounds, and even considering rainouts, playing 12 rounds seems reasonable to become league champion.

While I enjoy the 666 format that we have played as a second round on occasion, I don’t know how that will work during the tournament and the cookout that follows. Not sure how many would want to play an insignificant round while the others wait around for 4 hours before starting the cookout and awards. Just wondering how that will work out.

All I’ve heard to my proposal to lower senior tee option to 60 is keep it 65!! Please respond and tell me why we need to keep it 65. To repeat, this league is only group I play with that makes it 65…. Please reply and give me a good reason why 65 is the “rule”. Can this be put to a vote?? I’m only 53 and rule change does not change a thing for me. I’ll continue to play white tees. However, please give me “good” reasons why 65 is the age when “many” other groups have made it 60.

I would also like to have a League vote on using the slope/rating from USGA instead of the scorecards to keep the consistency throughout the league play. It has become questionable at times which slope/rating to use.
This will eliminate all confusion.

I propose decoupling league dues with tournament costs. Many league members never play in the tourney, but offset the cost of tourney prizes and grub for others. I propose dropping league dues to $10.00. If we have 24 members, we will know early in the season how much payouts will be for 1st, 2nd, and maybe 3rd place. Those playing in the tourney pay $5 to be used for prize money. 20 players, $100 bucks. Guest do not pay this fee since they cannot win. Each member will buy their own food and drink if we go to a restaurant or play at a course that caters the event, or the executive committee will determine how much each member or guest pays for food if we do a cookout.

It has come to my attention that some players are not happy with the new different tee adjustments between players playing the club tees and players playing from the senior tees. Section 9 C states that the difference in the two tees rating would be added to the players playing from the higher USGA rating. Decision 3-5/1 states that if most players play from a certain set of tees, then it is permissible to subtract the difference from the players with the lowest USGA rating. My argument is the players with the lowest USGA rating will have to pull more points playing stableford than anyone else. I need some discussion on this and a vote from either players or the exec committee to determine which process we will use in our League.
